Srinagar, May 12: In a major step aimed at protecting children from substance abuse, the Child Welfare Committee (CWC) Srinagar has banned the sale and promotion of tobacco products, intoxicants, and narcotic substances near schools, child care institutions, and religious places across the district.

The order was issued through a circular dated May 12 by the CWC Srinagar, headed by the Bench of a 1st Class Judicial Magistrate, amid growing concerns over rising drug addiction and tobacco use among children and adolescents.

According to the circular, the decision has been taken in compliance with guidelines issued by the Ministries of Social Justice, Health, and Education, along with directives of the National Commission for Protection of Child Rights (NCPCR). The order also invokes provisions of the Cigarettes and Other Tobacco Products Act (COTPA), NDPS Act, and Juvenile Justice Act.

Under the directions, the sale of cigarettes, e-cigarettes, gutka, tobacco products, alcohol, narcotic substances, and other intoxicants within 100 yards of schools, educational institutions, child care centres, and religious institutions has been strictly prohibited.

Shopkeepers and vendors have also been barred from displaying or promoting such products near places frequently visited by children.

The CWC has directed all schools and institutions to install warning signboards outside their premises stating that the sale of tobacco and intoxicants near educational institutions is a punishable offence.

Institutions have further been instructed to establish Anti-Tobacco and Anti-Drug Monitoring Committees, vigilance systems, and Prahari Clubs to identify vulnerable children and ensure timely counselling and rehabilitation wherever needed.

The circular also states that any case involving children consuming or possessing intoxicants must immediately be reported to the Child Welfare Committee, Police, District Child Protection Unit, Child Helpline, and Health Department for prompt intervention.
