Three Government Employees Dismissed Over Terror Links

Srinagar, Jun 03: Lieutenant Governor Manoj Sinha on Tuesday dismissed three government employees for their alleged involvement with banned terrorist organisations Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen (HM).

The action is part of the administration’s continued efforts to dismantle the terror ecosystem in Jammu and Kashmir. Since assuming office in August 2020, LG Sinha has focused on eliminating both active terrorists and their support structures, including sympathisers and overground workers (OGWs) embedded within government institutions.

A government spokesperson told that, “LG Sinha has ensured aggressive counter-terrorism operations across the region. Security forces have neutralised hundreds of terrorists between 2020 and 2024. Additionally, over 75 government employees with terror links have been terminated under Article 311(2)(c) of the Constitution. The administration remains committed to rooting out terrorism and taking strict action against all those involved in aiding terror activities.”

The three dismissed employees—currently in jail—have been identified as Malik Ishfaq Naseer, a constable in the Jammu and Kashmir Police; Ajaz Ahmed, a teacher in the School Education Department; and Waseem Ahmad Khan, a Junior Assistant at Government Medical College Srinagar.

According to the government statement, these individuals were actively working for terror groups and played a key role in facilitating attacks on civilians and security forces. “Having a mole and a terrorist associate within the police and other government departments poses a serious threat to national security. Any continuation of such infiltration can be detrimental to the country’s sovereignty and integrity,” the statement noted.

A senior security official revealed that Malik Ishfaq Naseer, who joined the J&K Police in 2007, is the brother of Malik Asif Naseer—a Pakistan-trained LeT militant killed in an encounter in 2018. Despite serving in the police force, Malik allegedly continued to aid LeT, using his position to avoid suspicion.

His role was uncovered in 2021 during a police investigation into the smuggling of arms and explosives in Jammu. “Malik was helping LeT by coordinating GPS-guided arms and narcotics drops. He not only shared safe locations with LeT handlers in Pakistan but also facilitated the collection and distribution of arms to terrorists in the region,” the official said.

He added, “Instead of upholding his duty to protect the nation, Malik betrayed his oath and uniform by becoming a collaborator and a handler for LeT operatives. His actions have caused serious damage to the police department, society, and the nation at large.”

Ajaz Ahmed, the teacher recruited in 2011, was allegedly working with Hizb-ul-Mujahideen in the Poonch region. His links came to light in November 2023, when police arrested him and an associate during a routine check. Arms, ammunition, and HM posters were recovered from his Toyota Fortuner.

Subsequent investigation revealed that Ajaz had received a consignment of arms at the behest of Abid Ramzan Sheikh, a PoJK-based HM militant. The arms were intended for delivery to terrorists operating in Kashmir.

The probe also established that Ajaz had been actively involved in transporting arms, ammunition, and narcotics for several years.

The third dismissed employee, Waseem Ahmad Khan, has also been accused of facilitating terror activities, although specific details about his involvement were not immediately available.
