Srinagar, May 26: Srinagar has been recognized as the Top Performing District in Jammu and Kashmir for the year 2023–24 under the District Good Governance Index (DGGI) 4.0, highlighting its excellence across several key governance sectors.
Among the 20 districts evaluated, Srinagar secured the 2nd overall rank in the Union Territory with a composite score of 6.5840, while emerging as the top-ranked district in the Kashmir Division.
The district demonstrated notable sectoral achievements, ranking 1st in Industries & Allied Sectors, 2nd in Public Infrastructure & Utilities, and 3rd in Environmental Management. These rankings reflect Srinagar’s commitment to effective governance, infrastructure development, and environmental sustainability.

Deputy Commissioner Srinagar, Dr. Bilal Mohi-Ud-Din Bhat, hailed the achievement as a proud moment for the district. “This recognition is a result of collective team effort and dedicated execution by all departments,” he said, while congratulating the officials and urging them to continue their efforts with renewed dedication.
The recognition came during the release of DGGI 4.0 by the Chief Minister of Jammu and Kashmir, who also lauded the contributions of Deputy Commissioners across the UT for strengthening grassroots governance.
Srinagar Emerges as Economic Powerhouse
In another significant milestone, the Chief Minister also unveiled the District Domestic Product (DDP) estimates for the first time, marking a new era in data-driven economic assessment in J&K.
Srinagar emerged as a key economic driver, ranking 2nd in Jammu and Kashmir with a 14.53% contribution to the Gross State Domestic Product (GSDP) at current prices for the year 2022–23.
Despite comprising only 10.08% of J&K’s population, Srinagar contributes 14.5% to the Gross District Domestic Product (GDDP)—underscoring its pivotal role in the region’s economy.

Additionally, Srinagar’s per capita income for 2022–23 (2nd Revised Estimates) stood at Rs 1,88,723, significantly higher than the UT average of Rs 1,30,492.
The twin recognitions—of governance excellence and economic leadership—firmly position Srinagar as a model district in Jammu and Kashmir’s development landscape.
