Srinagar, July 26: The Jammu and Kashmir government has ordered a time-bound inquiry into the recent incident at SMHS Hospital Srinagar, where a medico was allegedly assaulted following the death of a patient, triggering a protest by doctors and a brief suspension of emergency services.
As per an official order issued by the Health and Medical Education Department, Mission Director NHM, Baseer ul Haq Choudhary, has been appointed as the inquiry officer and tasked with submitting a detailed report within 15 days.
The inquiry will cover multiple aspects, including the law and order situation that occurred on July 23, 2025, the events leading up to the protest, and the alleged closure of Operating Theatres (OTs) at Government Medical College (GMC) Srinagar.

The officer has been directed to:
• Conduct an objective and comprehensive examination of the incident.
• Assess whether the closure of emergency services and OTs was avoidable.
• Identify any dereliction of duty or protocol violations.
• Fix responsibility on those found at fault.
• Recommend measures to strengthen grievance redressal, internal coordination, and ensure such incidents don’t recur.
Mohammad Ashraf Hakak (JKAS), Administrator of Associated Hospitals, GMC Srinagar, has been designated as the Presenting Officer in the case.
