Srinagar, July 22: In a landmark step toward providing institutionalized support to victims of terrorism, Lieutenant Governor Manoj Sinha today launched a dedicated online portal for families affected by terrorism in Jammu and Kashmir.
“This initiative will streamline and expedite the process of delivering relief, compassionate appointments, and other critical support to those who have suffered due to terrorism in the Union Territory,” said the Lieutenant Governor.
Developed by the Home Department in collaboration with NIC (National Informatics Centre), the portal will serve as a centralized digital platform to maintain district-wise data of terrorism-affected families. It will also document encroachments on victim properties and help track next of kin (NOK) cases.

The platform is designed to ensure no legitimate claim is left unaddressed, while also eliminating fraudulent or duplicate applications. Financial aid, ex-gratia compensation, and compassionate jobs will be processed more efficiently.
Lieutenant Governor Sinha is personally monitoring the redressal of all pending cases across the Union Territory.
To enhance accessibility, toll-free helpline numbers have been activated in both divisions:
Jammu Division: 0191-2478995
Kashmir Division: 0194-2487777
These helplines are staffed with trained personnel and connected to dedicated control rooms, serving as citizen-facing platforms for lodging grievances and tracking the status of claims.
Additionally, Special Monitoring Cells have been set up in the offices of the Chief Secretary and Director General of Police (DGP). These cells will review case progress, identify delays, and ensure inter-departmental coordination for timely resolutions.
Key officials present during the launch—either physically or virtually—included Atal Dulloo, Chief Secretary, Nalin Prabhat, DGP, Chandraker Bharti, Principal Secretary, Home, Dr. Mandeep K. Bhandari, Principal Secretary to LG, M. Raju, Commissioner Secretary, GAD, Vijay Kumar Bidhuri, Divisional Commissioner Kashmir, Ramesh Kumar, Divisional Commissioner Jammu, VK Birdi, IGP Kashmir, Bhim Sen Tuti, IGP Jammu, and S. The new initiative reflects the administration’s commitment to justice, transparency, and timely support for victims of terrorism in Jammu and Kashmir.
