Future ready governance: LG chairs high-level meeting
Lieutenant Governor Manoj Sinha today chaired a high-level meeting and discussed the key issues related to ‘Future-Ready Governance’, at Raj Bhawan.

The meeting was attended by Dr Arun Kumar Mehta, Chief Secretary; Anurag Goel, former Union Secretary; Prof. Umesh Rai, Vice Chancellor Jammu University; Prof. Nilofer Khan, VC Kashmir University; Dr Nazir A. Ganai, VC SKUAST Kashmir; Dr BN Tripathi, VC SKUAST Jammu; Anurag Goyal, Advisor, NITI Aayog; Shaleen Kabra, Additional Chief Secretary Jal Shakti Department; Dr Mandeep Kumar Bhandari, Principal Secretary to Lt Governor; Administrative Secretaries; HoDs and Senior officers.
The prime objective of the workshop conducted earlier and today’s meeting organized by the Planning Development & Monitoring Department was to draw a roadmap integrating technological advancements into the system to create more values through good governance.
“Change is the only constant and every sector has to imagine a future in the backdrop of increasing role of humans and machines and their collective strength for growth,” the Lt Governor said.
He underlined the need for integration of Artificial Intelligence and new technological tools to plan schemes more effectively and to make public services more efficient.
Technological adoption and increased human & machine collaboration will also enable informed decision making, improve policy making processes, target resources and services urgently required for quality living of citizens and speedy implementation of projects, he said.
The Lt Governor emphasized on adopting strategic and integrated approach to effectively tackle the various growing challenges like climate change, cyber threat and issues in health, education and agriculture.
The Lt Governor asked the Planning Development & Monitoring Department to prepare for the significant shift to maximize the benefits of government schemes for the citizens and minimize the risk and loss.
Besides improving policy performance, managing the complex challenges of the future and addressing disruptive changes that will occur in the future, the integrated approach will help us to develop a system of Citizen-Driven Policies, he said.
In order to achieve the vision of developed J&K and India by 2047, first we need to set the goals for the next 3 years with Agriculture and Education as two priority sectors. I am confident that we will be able to bring transformation in the coming years, the Lt Governor added
Sh Anurag Goel, former Union Secretary and Advisor IIT Jodhpur gave a detailed presentation on ‘Future-Ready Governance’.
The meeting also discussed the establishment of a nodal cell in the Planning Department.
Dr Raghav Langer, Secretary Planning Development & Monitoring Department briefed the meeting on the proposed initiatives and the future strategy.

DGP Swain issues warning: Strict action against those spreading content fueling communal frenzy, terrorism, separatism
Says Police duty bound to respect Prophet Muhammad (SAW), will ensure nobody tries to disrespect the Prophet (SAW), no place for hurting religious sentiments of any community; will make distinction between freedom of expression, right to dissent, backdoor malicious agenda; law will take its own course in the case of NIT student
Jammu and Kashmir’s Director General of Police (DGP) RR Swain Thursday said that sharing videos, posting texts and messages on social media that have a potential to trigger communal frenzy, disrupt peace, promote terrorism and separatism will invite strict action as per the law.
He was quick to add that J&K police was duty bound to ensure nobody tries to show any sort of disrespect towards Prophet Muhammad (SAW) or any religious group or community in a bid to vitiate the peace and fuel violence.
DGP Swain said that he discussed the Kashmir situation with senior police officers in the backdrop of derogatory video posted on the social media by the NIT student.

“Any sort of objectionable video, messages, texts or posts having potential to disrupt peace, vitiate communal frenzy, trigger violence, street protests, promote terrorism and separatists will be strictly dealt as per the law,” he said, adding that police will nab the anti-social elements, anti-peace elements and vested interests working on some backdoor agenda after proper investigations
He said that if anybody receives texts or videos having potential to disturb peace should immediately contact the concerned police station. “The person shouldn’t be part of the circulation of the video or text that can fuel communal harmony and disrupt the peace,” the DGP said.
To a query whether there would be any action against political parties who allegedly want to fuel unrest, DGP said: “J&K police is the custodian of Law. Wheels of the law would operate in a sense that if a particular action has been done deliberately with malicious intent that leads to loss of life, attacks, loss of property, they (political leaders) would be held responsible.”
He said police respect the Prophet Muhammad (SAW) and is duty bound that nobody is allowed to disrespect the Prophet (SAW). “No element will be allowed to disrupt the communal harmony for which Kashmir is known for ages together. Nobody will be allowed to damage or disrespect any religious community,” he said. Replying to a query whether the NIT student would face action, the DGP said: “Law will action its own course.”
National Institute of Technology, Hazratbal Srinagar, has instructed all students to vacate hostels with immediate effect.
The instructions, the authorities said, are being made in pursuance of the declaration of winter vacations.

“Pursuant to the declaration of Winter Vacation for students w.e.f 30.11.2023 vide Order No. 60 of 2023 issued under endorsement number NITS/R/23/600 dated 30.11.2023 all hostel boarders (Boys and Girls) are instructed to vacate the hostels with immediate effect”, reads a circular.
The Vegetable market (Sabzi Mandi) in Handwara area of north Kashmir’s Kupwara district was Thursday gutted in a massive blaze, officials said.
An official said that the fire broke out in the wee hours today, left about 10 vegetable carts gutted in the incident, adding that vegetables worth huge amount got damaged in the incident.

The official said that Fire and Emergency Services reached the spot and doused the flames with the help of Police.
